The amount harvested appears to be correlated with the amount of time that herb has been there. Confirmed by harvesting an herb that spawned and getting only 1 deben.

+Herbs are generated where there are plants. Plants are broken down into different oasis, generally by age of the plant. The more oasis there are in an area, the more herbs that can generate. This explains why some areas are more prone to herbs than others! However, having plants does not mandate that it must allow herbs, as herb generating by an oasis can be switched off by the world builders. This commonly happens if a lot of oasis has been used in camp decoration.
