 It is possible that chocolate stacking was changed because not too many attempt it.  It maybe that the stat effect of chocolate is still 3 minutes and that the "stacking" comes from repeatedly consuming chocolates while quarry hunting.  Having 10 +PER chocolates would give 30 minutes of high end quarry hunting.
