This building becomes available after you have learned the Offering Vault Construction tech and have picked up the Balance of Goods test from U Harm.

Built in a Small Construction Site.
After Test Pass Use
After you pass the test the Offering Vault becomes an Honor Vault that can be used as storage for up to 120,000 deben.
