A Silt Collector Encasement

This building becomes available after you have learned the Steam Mechanics tech. Built in a Small Construction Site, it can be picked up after construction. It is used to build a Silt Collector - once you have the encasement, stand on Clay near a good source of silt and check your Projects/Steam menu to actually build the thing.
