Sea Lily Bulbs are received from any University of Worship which has unlocked the Horticulture technology. You may only receive ONE bulb. (This means you have to choose from which University (so which strain of bulb) you want to get.)

You can also reproduce more bulbs by planting the Sea Lilies and applying Flower Fertilizer to them until a new bulb is produced or trade for them.
