Overview
The Chancery is used to enable faction chat in regions that are neutral or owned by another faction.

This building becomes available after the Diplomacy technology is learned at a Great Hall.

Built in a Medium Construction Site by a player with a faction rank of Member or higher.
Use
- Sponsor House's Elders can make a House Announcement
- Sponsor House's Citizens can Check their Progress toward House rank promotion.
- Sponsor House's Citizens can build House Banners (stat boosters) outside the House's core region.
- Requires Sign Con 2 and House Banners techs, plus sufficient rank by sign builder
- May enable voting by sponsor's citizens on their House votes in the region
Historically (but not in T10+), Chanceries also
- Enabled faction chat in the non-faction region
- Allowed purchase of Faction rewards, similar to at the Great Hall
