This building becomes available when you learn the Obelisk Construction 2 tech. You must also have started the Test of the Obelisk.
Time Required To Hold Power
Once built your obelisk must be the tallest in the region for a number of DUCK days (real life days + lag factor) without anyone building a larger one in order to pass the test.
