Peppers is a variety of Vegetable, which should not be confused with the white, red and black pepper plants (which are all Herbs).
However, Peppers can be found in the wild as an ultra-rare herb (1:5000 chance), meaning at a spot where you could find an ordinary herb, one could find a fully-grown pepper plant

To grow peppers, plant a Pepper Seed in a spot of dirt. Water the plant immediately, then again each time it changes size. Harvest it once the option appears.
A vegetable, not to be confused with Black Pepper Plant, Red Pepper Plant, or White Pepper Plant (all of which are herbs).

- Peppers can be fed to bulls, which then give Cattle Dung. WARNING: Your bull will disappear when you feed it!!!

- Cattle Dung can be put into a flax hammock to dry. Takes 24 Teppy Hours.
