To build a Faction Trophy you must be at least the appropriate faction level of the trophy and have researched that level of Local_Leadership skill (School of Natural Philosophy). Faction trophies are built from the player Projects menu, under Decorative>Faction.
Only 1 trophy for each level can be built by a player.
