This building becomes available when you learn the Obelisk Construction 4 tech. You must also have started the Test of the Obelisk.

*Note that this tech CANNOT be taught. You must learn it from the University.

Once built your obelisk must be the tallest in the region for a number of days without anyone building a larger one in order to pass the test.
