A Controller run event that shows up on the calendar.
Watch for news and winners' listings in the Events chat.

Click on the Calendar icon and scroll.
Click on the Eye icon on the left under the title of the Event to see a small story and prize list.

Set your Time Zone correctly because the calendar time for event start also uses it.

You must manually change your Time Zone back one hour in the spring and forward one hour in the fall.
For the USA Eastern Time is 0500 (March 8th thru November 1st for 2020) for EDT, but then during EST has to manually be changed to 0400.

Instructions appear in the Events chat:

At start of the event, retrieve your Cuttable Zircon from any School of Thought. Schools of Thought are at every Chariot Stop or next to any University of Thought. Zircons are not used for anything but this event
A fixed number of Cuttable Zircons will appear in your Inventory.
You may only use the given amount of Cuttable Zircon and may not use more from another player.
The amount of Cuttable Zircon handed out is equal to 1/3 of the gem catalog list.
Scoring is below. First cut gives 50 points, Second cut gives 33 points. So, for each gem type if you cut it once you score 50 points, if you cut it twice, you score 50 + 33 points, etc.
Each gem type is allowed a maximum of 19 cuts.
Uniqueness is more valuable in this event, meaning you will get a higher score for finishing many different cut gems. The difficulty or rareness of the cut is not rewarded.

Because of the incrementally lower score points, strategy based upon uniqueness is more important than skill.

Knowing all of the rare flaws and being able to spot them will still help.
