Some testing I did in late T9:
Fast Smithing: forging items takes half the time but still gives "full" XP. For example, an iron knife blade took only 5 minutes but still gave 20XP Touch of Ptah: testing on a copper hatchet, 160 hits was still the maximum but each hit had a chance of not increasing the counter. For example, I tested making 100 hits and would see anywhere from 90/160 to 77/160 reported on a quality check
