"Guilds" is not a number.
Allows the creation of Guild Halls, to coordinate the activities of groups of people.
Sources
As this skill is learned from the Faction Great Hall, it is learned automatically as soon as it is unlocked. There is no need to go to the Great Hall to learn this skill.
Uses
Guild Construction allows the construction of a Guild Hall and therefore the founding of guilds.
